Haryana Medical Service Corporation Limited is a Public Undertaking of Govt. of Haryana which  is the nodal agency for procurement of drugs, medicines, surgical & sutures to various Government Institutions in the state. 

Each and every batch of drugs /medicines supplied by the suppliers is subjected to quality test by the laboratories empanelled through open tender process.

The samples drawn in warehouses is duly packed; sealed and sent along with requisition slip to the Head Office of HMSCL through the courier. The data related to samples sent by the warehouses is entered online by respective warehouses.

  • The samples are received online as well as physically in the QC wing at Head office from all the warehouses, the quantity of common batch of each item is mixed and Samples taken on random basis. The secret code number and selection of empanelled  laboratories are generated automatically through the online portal.
  • The particulars like manufacturers name, batch no, Mfg. Date, Exp. Date, Mfg Lic. No. etc of drug of one sample portion are concealed by using black indelible ink marker pen.
  • Samples are then sent to the Empanelled Laboratories through courier.
  • All the tests mentioned in IP/BP/USP/Drugs & Cosmetics Act. etc., (as the case may be) are carried out for each and every sample by Empanelled Laboratories. Every test report must have remarks (i.e.) Standard Quality or Not of Standard Quality.
  • Report are uploaded on the portal by the  Empanelled Laboratories.
  • If such sample passes quality test in all respects, the reports are passed online and are available for distribution at warehouses level to various Government hospitals/Institutions.
  • In case of any failure of the samples the same is communicated to the concerned firm for replacement along with copies to State Drug Control Authorities. Purchase wing and Warehouse Management Wing  of HMSCL to stop the issue of the product and also request them to retrieve the drug supplied to the hospitals. Tendering Wing is duly informed for taking necessary blacklisting procedural actions against the firm as per policy.
  • The supply of vaccines, serums and other biological are allowed to be distributed to the hospitals as per the clearance test report of CRI, Kausuli, NIB and other Central Drug Laboratories.
